The Head of Human Resources assists the Principal Head (Human Resources and Council Secretariat) in managing the human resources function of the Academy. The major responsibilities and duties include:

 

(a) To assist in overseeing the operation of HR Office to ensure its efficient and effective delivery of HR services;

(b) To assist in the formulation of various HR policies and the development of a robust HR system;

(c) To advise on updated HR-related legislation and oversee the handling of staff matters;

(d) To assist in the development of succession plans and the conduct of ad hoc studies and reviews;

(e) To review staff development needs and recommend staff training programmes and activities; and

(f) To support the Principal Head in providing executive and secretarial support to the HR Committee.

 

Applicants should have: 
(a) A recognised university degree, preferably in Human Resources Management, with at least 10 years of relevant working experience.
(b) Well-versed in employment-related ordinances and regulations; demonstrable experience in human resources review and management;
(c) Experience in policy formulation and implementation in tertiary institutions, public sector or statutory bodies will be an advantage; 
(d) Proactive and self-motivated with good analytical, organisational and problem-solving skills; and
(e) Strong communication and interpersonal skills with excellent command of written and spoken English and Chinese (fluency in Putonghua would be an advantage).

 

TERMS OF APPOINTMENT
Appointment will be on a two-year renewable contract, subject to performance and mutual agreement.  A gratuity payment equals up to 15% of the total basic salary earned during the contract period may be granted upon satisfactory completion of the full contract period.  The amount of gratuity payable will be the sum which, when added to the Academy’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period.    Fringe benefits include leave, medical, and dental benefits.  Starting salary will be commensurate with qualifications and experience.
